Data Modernization Director (JR-0000752)

Responsibilities

Health Research, Inc. is seeking a dynamic Data Modernization Director to work within the Office of Public Health. The incumbent’s mission will be assuring the use of public health informatics in support of population health assessments and improvements, including the use of data/information to monitor strategic objectives. The incumbent will lead the development of a data modernization strategy and plan that includes 1) improvement in timeliness and quality of data, 2) better coordinated data activities and systems, 3) reduction of data burden, and 4) integrates emerging technologies. As part of the groundbreaking Centers for Disease Control and Preventions’ Public Health Infrastructure Grant, the incumbent will lead the optimization public health data integration, data governance, interoperability, and visualization, provide strategic leadership and direction for the design and implementation of a public health informatics/data analytics plan. With departmental support and resources, the incumbent will increase the public health workforce’s public health data modernization and informatics capacity, increase collaboration across departmental data units, increase access to public health data by making it more visible, user friendly, timely, and useful for decision making (data to action), strengthen collaborations with local health departments, learning institutions, community-based organizations, health systems, and health care providers.

 

Minimum Qualifications

A Bachelor's degree in a related field and five years of experience in the direction and management of public health, data, informatics; OR an Associate's degree in a related field and seven years of such experience; OR eight years of such experience. The years of experience must have included optimizing public health data integration, data governance, operability, and public health data visualization. At least five years of experience must have included supervision of staff and program management. A Master's degree in a related field may substitute for one year of experience.

 

Preferred Qualifications 

Understanding and practice of public health system management, including monitoring systems and actions to improve performance to optimize public health effectiveness. Development of a mission, vision, strategic plan, and/or workplan. Project management and workgroup facilitation to reach an organizational competency or goal. Proficiency in software and OS platforms, including analytic and programmatic applications. Demonstrated leadership in decision making, ability to identify issues, analyze potential solutions and impacts, and make public health data driven recommendations. Demonstrated experience communicating complex and unusual topics or issues both verbally and in writing to diverse audiences.

 

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. 

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, up to 25%, will be required. 

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
