Industrial Section Source Test Inspector (Environmental Specialist 4) (In Training)

Keeping Washington Clean and Evergreen

The Solid Waste Management (SWM) program within the Department of Ecology is looking to fill an Industrial Section Source Test Inspector (Environmental Specialist 4) (In-Training) position. This position is located in Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

This position is a unique opportunity that will focus on the oversight of stack testing conducted at various industrial facilities (such a pulp and paper mills). Stack testing is one of the main methods for measuring air emissions from industrial facilities and they must be performed in a specific way to ensure accurate results. In this role, you will become an important resource for the section to be able to both observe and review in detail the stack test reports that are submitted for each test. You will coordinate with the Section’s engineers to ensure that our regulated facilities properly conduct and report their measured stack emissions.

This position is located within the Industrial Section at the Department of Ecology which oversees the environmental regulation of a specific set of large industries throughout the State. Industrial Section focuses on the environmental regulation of kraft pulp and paper mills, oil refineries, aluminum smelters, and a handful of chemical manufacturing facilities.

Program Mission: The mission of the Solid Waste Management (SWM) program is to reduce wastes through prevention and reuse, keep toxics out of the environment, and safely manage what remains.

Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Specialist field and achieve the goal class of an Environmental Specialist 4 (ES4). Candidates will be considered at the ES2, ES3 and the ES4 levels, depending on their qualifications. For salary levels for each, please see the qualifications section.

Tele-work options for this position: This position embraces the modern work environment, where you may telework up to 2 days each week. Observation of the stack tests will be conducted in the field throughout the year. Duties

What makes this role unique?

This job will require a significant amount of time in the field throughout the year. Stack testing methods are complicated and, in this role, you will become an expert in all the different aspects of the testing requirements (planning, conducting, and reviewing final reports).

The Industrial Section regulates facilities throughout the state and you will have the opportunity to learn about facilities that are located in the regions and within local air authority areas. Because of this, we expect you will be able to create and maintain relationships with the other regulators in the respective areas.

What you will do:

Observe stack tests and document observations in a draft inspection report.
Review final stack test reports for adequacy and accuracy.
Review stack test plans and provide feedback on any necessary changes.
Assist Section’s engineer and management with following up on any violations related to stack testing, including drafting warning letters, notice of violations, compliance orders, and penalties.

Qualifications

Required Qualifications:

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

At the Environmental Specialist 2 level: Range 45 ($3,796 - $5,088 per month) (In-Training)

A total of five years of combined experience and/ or education as described below:

Experience: In environmental analysis or control or environmental planning.

Education: Involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

All experience and education combinations that meet the requirements for this position:

Possible Combinations: College credit hours or degree - as listed above: Years of required experience – as listed above.

Combination 1; No college credit hours or degree; 5 years of experience.

Combination 2; 30-59 semester or 45-89 quarter credits; 4 years of experience.

Combination 3; 60-89 semester or 90-134 quarter credits (AA degree); 3 years of experience.

Combination 4; 90-119 semester or 135-179 quarter credits; 2 years of experience.

Combination 5; A Bachelor's Degree; 1 year of experience.

Combination 6; A Master's Degree or higher; No experience required.

One year of experience as an Environmental Specialist 1, at the Department of Ecology.

At the Environmental Specialist 3 level: Pay Range 53 ($4,602 - $6,198 – monthly) (In-Training)

Six years of experience and/or education as listed below.

Experience: In environmental analysis or control or environmental planning.

Education: Involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

All experience and education combinations that meet the requirements for this position:

Possible Combinations: College credit hours or degree - as listed above: Years of professional level experience - as listed above.

Combination 1; No college credit hours or degree; 6 years of experience

Combination 2; I have 30-59 semester or 45-89 quarter credits; years of 4 experience.

At the Environmental Specialist 4 level Pay Range 59 ($5,341 - $7,184 monthly) Goal Class

Nine years of experience and/or education as listed below.

Experience: In environmental analysis or control or environmental planning.

Possible Combinations: College credit hours or degree - as listed above: years of professional level experience - as listed above.

Combination 1; No college credit hours or degree; 9 years of experience

Combination 2; 30-59 semester or 45-89 quarter credits; 8 years of experience

Combination 3; 60-89 semester or 90-134 quarter credits (AA degree); 7 years of experience

Combination 4; 90-119 semester or 135-179 quarter credits; 6 years of experience

Combination 5; A Bachelor's Degree; 5 years of experience

Combination 6; A Master’s Degree; 3 years of experience

Combination 7; A Ph.D.; 2 years of experience

OR

Two years of experience as an Environmental Specialist 3, at the Department of Ecology.

Special Requirements/Conditions of Employment:

Must possess and maintain a Driver’s License.

Desired Qualifications:
