CDC NCIPC Innovative Approach for Moving Data Faster Fellowship

CDC Office and Location: A research opportunity is available in the Office of Informatics (OI), at the Centers for Disease Control and Prevention (CDC) , National Center for Injury Prevention and Control in Atlanta, Georgia.

The Centers for Disease Control and Prevention (CDC) is one of the major operation components of the Department of Health and Human Services. CDC works to protect America from health, safety and security threats, both foreign and in the U.S. Whether diseases start at home or abroad, are chronic or acute, curable or preventable, human error or deliberate attack, CDC fights disease and supports communities and citizens to do the same. The Office of Informatics (OI) mission is to provide informatics- and technology-based innovation, governance, leadership, and consultation to enable knowledge driven action across NCIPC that improves health equity and reduces violence and injury in our communities. We offer a portfolio of support in a fast-paced environment. 

Research Project: This Fellow will collaborate with the NCIPC Office of Informatics to learn, research, test, and help implement new technologies in support of CDC's Moving Forward Initiative. This will include collaborating with programs to understand their needs, document their data assets, assist with informatics experts to understand new available technologies, and act across disciplines to determine the best solutions for data management and analysis. This will also include thinking through how to help programs transition from old data management and analysis processes to new ones like data science techniques involving machine learning and Natural Language Processing. This is an exciting time to collaborate along side informaticians and program staff at CDC as we research, learn, and redesign our future modern
state. The participant will learn how to elicit and document requirements from scientists, how to translate those requirements into solutions, how to research possible solutions, test, and implement those solutions. This participant will also be exposed to learning new computer languages like R, Python, and new statistical methods using machine learning. This participant will also learn something about change management. Finally this candidate will learn value driven agile project management processes.

Learning Objectives: Under the guidance of a mentor, the participant will train with staff on opportunities that may include:

• New computer languages like R, Python, and new statistical methods using machine learning
• Change management, value driven agile project management processes
• Data science techniques involving machine learning and Natural Language processing
• Contribute to projects that focus on aspects of CDC's data modernization and CDC Moving Forward activities that will advance quality, integrity and innovation with managing large data sets

Anticipated Appointment Start Date: July 1, 2024. Start date is flexible and will depend on a variety of factors.

Appointment Length: The appointment will initially be for two years, but may be renewed upon recommendation of CDC and is contingent on the availability of funds.

Level of Participation: The appointment is full time.

Participant Stipend: Stipend rates may vary based on numerous factors, including opportunity, location, education, and experience. If you are interviewed, you can inquire about the exact stipend rate at that time and if selected, your appointment offer will include the monthly stipend rate.

Citizenship Requirements: This opportunity is available to U.S. citizens and Lawful Permanent Residents (LPR) only.

ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and CDC. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

Qualifications

The qualified candidate should be currently pursuing or have received a bachelor's or master's degree in one of the relevant fields. Degree must have been received within five years of the appointment start date, or anticipated to be received by 12/31/2024.
