HABITAT DEPUTY PROGRAM DIRECTOR OF DIVISIONS

WMS BAND 3

Olympia, Washington - Thurston County

Bring your deep understanding of natural resource management along with your love of working with people to further conservation and restoration of Washington's fish and wildlife and their habitats.

Direct the Habitat Program's divisional functions and ensure the effective implementation of federal and state statues, court orders, and Fish and Wildlife Commission policies.  

 

This dynamic and critical position,

Is responsible for managing all aspects of the Ecosystem Services, Protection, Energy Water and Major Projects, Restoration, Compliance, Fish Passage and Screening, and Science Divisions. 

In this leadership role, 

You will make recommendations to the Program Director and other Executive Management regarding the implementation and effectiveness of various fish and wildlife protection regulations and agreements. 

Build a culture of collaboration and teamwork, 

Serve as the Habitat Program liaison between headquarters divisions and the Deputy Program Director of Regional operations, specifically providing management expertise and policy guidance.

Motivate and provide leadership and vision for staff,

Oversee the seven Division Managers that supervise approximately 220 Full-Time Employees in all aspects of Habitat Program activities and initiatives including developing priorities, performance standards, goals, objectives, and work plans. 

 

Duties:

Here is what you will be doing as our Habitat Deputy Program Director of Divisions, 

  • Represent the Agency in state and national habitat management forums and stakeholder groups as designated.
  • Direct Program divisional functions in budget, personnel, facilities, staff and external communications, legislative affairs, regulations, and contracts.
  • Lead, organize, and account for the work performed by the staff within seven of Habitat Program’s eight divisions. 
  • Ensure appropriate and optimum use of resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities.
  • Maintain the highest standards of personal/professional and ethical conduct and support the state's goal for a diverse workforce.
  • Represent the Program Director at Management Team meetings, on committees, and at other functions as assigned in their absence.
  • Provide management expertise and policy guidance on Habitat Program issues.
  • In cooperation with the Deputy Program Director of Regions, resolve operational issues that elevate above divisional and/or regional manager level of responsibility.

WORKING CONDITIONS:        

  • Work Setting, including hazards:    
    • Majority of the time is spent at meetings or in the office.
    • Limited work is performed in the field, occasionally in rough weather conditions, and includes traveling throughout the region or participating in evening meetings.
  • Schedule:   
    • Position is overtime exempt.  Expected to schedule time within a typical 40-hour work week - adjusting schedule and working additional hours as needed to meet business demands and deadlines.
  • Travel Requirements:   
    • Periods of overnight travel may be required, and work hours may exceed the standard workday.

 

Qualifications:

REQUIRED QUALIFICATIONS:

  • Bachelor's Degree in a natural resource science or a related field.

      AND

  • Five (5) years of experience supervising professional staff.

Please Note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

Experience: 

  • Demonstrated experience managing large, diverse budgets.
  • Experience with performance-based management.
  • Demonstrated experience applying advanced principles of management including staff supervision and leadership, conflict resolution, personnel and merit system rules and regulations, collective bargaining agreements, cultural diversity, policy analysis development and implementation, and budget development and expenditures.

Competencies: 

  • Exercise strategic planning and visioning.
  • Communicate clearly and concisely across managerial, professional, and legislative levels in both oral and written form.
  • Work effectively with the public and diverse interests and professions.
  • Negotiate and resolve complex and conflicting issues with short timelines.
  • Prioritize and make decisions on diverse issues.
  • Organize, motivate, and provide leadership and vision for staff.
  • Manage programs, policies, and procedures.
  • Ability to work effectively as a member of a team.

 

PREFERRED QUALIFICATIONS:

In addition to those required qualifications, our ideal applicant will also have some or all of the following: 

  • Advanced knowledge of principles of marine, fresh water, and terrestrial ecology and natural resource management.
  • Demonstrated ability to manage sensitive species habitat needs and impact assessment.
  • Demonstrated effective negotiation skills.

Knowledge of: 

  • Ecosystem management principles.
  • Multiple state and federal conservation laws.
  • State and federal statues and administrative rules.
  • Demonstrated effective negotiation skills.
