ABOUT THE DEPARTMENT

 

Health and Human Services Agency

The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Behavioral Health & Social Services, Public Health, Economic Mobility, with a centralized Administration Services. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA’s services to be more responsive to the needs of the public.

 

The Public Health Branch focuses on community-wide prevention of communicable disease, chronic disease, injury, substance abuse, family violence, and lead poisoning. Public Health helps the community develop policies and support community environments that encourage healthy behaviors. It promotes nutrition and physical activity, healthy aging, worksite wellness and healthy communities. Public Health is also where the HHSA’s emergency response unit is headquartered, and its laboratory provides testing services for Shasta and numerous other Northern California counties.

 

ABOUT THE POSITION

 

Under the direction of the Specialty Health Services Program Manager, plans, organizes, supervises and evaluates the activities of Public Health Nursing and other assigned staff providing public health services; acts as liaison with other divisions within the Health Department, with other provider staff and community agencies; works to provide, interpret, and improve public health services in the absence of the Specialty Health Services Manager; and perform related work as required.

 

DISTINGUISHING CHARACTERISTICS

 

Positions in this class are distinguished from Public Health Nurse II positions by having the responsibility for directing Public Health services by providing leadership, responsibility, and supervision for the staff assigned to the team. Positions in this class are distinguished from PHN III positions by this position's primary responsibility for communicable disease control and the oversight of Public Health Nursing field services.

 

EXAMPLES OF ESSENTIAL DUTIES

 

Plans, organizes, directs, supervises and evaluates the work of members of the public health nursing team in providing services in clinics, homes, and the community at large (including assisting in hiring, and providing training, motivation, evaluation, and, when needed, assisting in any disciplinary process); plans, organizes and supervises special programs, evaluates effectiveness of current public health nursing policies and practices, assists with formulating new policies and procedures; serves as the Department's communicable disease coordinator; maintains complete records, compiling and using reports and statistics for science-based appraisals, and monitoring health outcomes of target populations; prepares clear and concise reports; provides energetic leadership on activities and policies which impact the health of the community; provides liaison between the Health Department and other individuals, agencies, or organizations; conducts public/group meetings for the purpose of health education and prevention; provides guidance, leadership, and assists in the solution of problem cases encountered by the nursing team; evaluates the effectiveness of public health nursing services and community projects and initiates improvement as appropriate, conferring as needed with the Specialty Health Services Manager and with the Health Officer/Director; collaborates with and advocates for appropriate Maternal, Child, & Adolescent Health population-based services; assists in providing for on-going training and development for members of the team or other Public Health staff as directed; may represent Public Health Department on or before discussion groups, community boards, organizations and public or private groups, as assigned; participates with other Public Health Department divisions and community groups in identifying, developing, and improving needed public health services; and assists in increasing access to public health services for hard-to-reach populations and in improving the cultural competency of the Public Health Department as an organization.

 

TYPICAL QUALIFICATIONS

 

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:


Knowledge of: Current Federal, State, and local laws and regulations governing public health; principles and practices of public health nursing as applied in public health practice and preventive medicine, in regards to assessment and planning of individual, family, and community needs; environmental, sociological, and cultural factors which influence individual and community health; principles of supervision, training, education, and team building; work of other social and health agencies and functions of other professions as related to the public health team; basic statistical concepts in public health; and current literature trends in public health and public health nursing.


Ability to: Exercise independent sound judgment and plan, organize, and carry out public health nursing activities in a leadership capacity; effectively supervise assigned staff; problem solve or assist staff in the case management of complex cases requiring advanced public health nursing skills; mobilize the community to develop partnerships and alliances to address high-priority community health needs; analyze, evaluate, and draw logical conclusions from data; assist in the assessment of the capacity of the maternal, child, and adolescent health system; speak and write effectively; develop and implement quality assessment and quality improvement activities; establish and maintain collaborative relations with public and private social and health agencies; analyze situations accurately; evaluate problems, policies and procedures, and take effective action; prepare and conduct, or delegate to assigned staff, specialized health education programs for targeted populations; apply the principles of primary prevention to the design, implementation, and evaluation of community-based health programs and strategic action plans; effectively represent the County at State, regional, and community meetings, as assigned; and actively promote the Department's mission and its population-based health outcomes orientation.


These standards are typically attained with a minimum of three years of nursing experience comparable to Public Health Nurse II or Public Health Nurse III AND Possession of a Bachelor's degree in Nursing.

 

SPECIAL REQUIREMENT

 

  • Possession of a valid license to practice as a Registered Nurse in the State of California;
  • Possession of a valid California Public Health Nursing Certificate;
  • Possession of a valid California driver's license.

 

IDEAL CANDIDATE

 

Shasta County HHSA Public Health is looking for a Supervising Public Health Nurse to lead a dynamic and dedicated team in the Public Health Case Management Unit.   The candidate will ideally have one year of supervisory experience and be able to foster positive leadership to nursing, community education, social work, and administrative staff.  The ideal candidate will work well with other departments, medical providers, the community, and diverse populations. The ideal candidate will have a working knowledge of policy and procedures and excellent written and verbal communication.  The ideal candidate will be able to make an immediate positive impact on external and internal customers. With a professional attitude and appearance, the ideal candidate will demonstrate a desire for serving those in need while promoting community health and well-being. We welcome a candidate who is interested in a fast-paced, team-oriented, collaborative environment.  This position oversees Public Health programs and will act as a county liaison with the state.   This position supervises public health nursing and support staff in providing comprehensive public health nursing services and case management to community members.
