Salary Range: $73,403.20 - $107,432.00/yr

 

Job Summary

Functions as the administrative director of the Office of Persons with Disabilities (OPD) as part of the Milwaukee County Aging and Disabilities Services; is the sectional authority in all matters of policy, procedures and operation; organizes, directs and controls the county sign language interpreter service. Technology, office website and social media accounts, facility rentals and facility maintenance activities. Coordinates the intersectional activities of the Disabilities Recreation Programs. Serves as the County's Board-appointed ADA (Americans with Disabilities Act) Coordinator; primary authority on ADA issues and assisting departments with complying with the requirements of the ADA (e.g., plan reviews, technical assistance and training); coordinates activities of the Commission for Persons with Disabilities and serves as fiscal manager for the Commission Trust Fund.

 

Work Schedule: This position will work a hybrid schedule, Monday-Friday from 8:00am-4:30pm (hours are flexible).

 

Job Responsibilities

  • Leadership and Management - Provides leadership and general management of the Milwaukee County Office for Persons with Disabilities, and its internal and affiliate team members to ensure that department goals are clearly defined, understood and achieved. Sets goals for staff that align with the strategic goals of the department; maintain standards and monitor progress. Maintain a work environment that fosters team building and collaboration. Provides clear direction to staff and communicate professionally with associates. Develops a culture of safety, inclusion and integrity that aligns with Milwaukee County values and improves outcomes. Serves as an integral member of the DAS Facilities Management team.
  • ADA Coordinator - Serves as the designated Milwaukee County ADA Coordinator. Provides coordination, staffing and assistance to the Commission for Persons with Disabilities throughout the year. Develops the monthly Commission meeting agenda, prepares the commission packet, and transcribes Commission meeting minutes; serves as staff representative on the Commission’s Facility Access Committee and performs fiscal functions for the Commission’s trust fund. 
  • Accessibility Advocate and Program Developer - Serves as subject matter expert and principal advocate for county-wide accessibility concerns. Creates and develops coalitions both internal and external to county government that work together to make Milwaukee County the most accessible in the country.  Innovates, develops and implements best practice programs to assist and enable citizens with disabilities.
  • ADA Compliance Monitor - Directs and assists all county departments with ADA compliance. Reviews, publicizes and corrects deficits of programs, services, activities, and facilities of Milwaukee County regarding the ADA. Provides technical assistance and training as needed. Responds to employee and citizen complaints with investigation and reviews as needed to assure compliance and progress in county-wide accessibility. Serves as a subject matter expert and reviews the plans of public works projects proposed by Milwaukee County Architecture and Engineering and other county departments for compliance with the ADA Accessibility Guidelines and make corrections/suggestions to increase the level of accessibility for persons with disabilities as it relates to Milwaukee County facilities. Coordinates external reviews as needed.
  • Develops, Implements and Monitors Budget - Develops the OPD annual operational and capital budgets and monitors and implements those throughout the year. Manages the fiscal affairs needs of the office daily. Assists departments with an ADA Transition Plan to planning capital projects that improve accessibility.
  • Manages Facility Contracts - Through the Disabilities Program Manager, directs the rental activity at the two Wil-O-Way facilities, including maintaining an updated calendar on the (mobile) website(s), rental managerial coverage, cleaning contract management as well as facility operation and maintenance issues.
  • Manages Sign Language Interpreter Services - Coordinates the daily activities of scheduling sign language interpreters for all county department needs including emergency needs 24/7/365 (on-call).
  • Communications - Maintains the offices website and adds content/enhancements on a regular basis. Manages the offices social media accounts and utilizes to promote items of interest daily.  Develops and distributes office newsletter (Handy-NEWS & NOTES) monthly. Reports to the County Executive and County Board on accessibility issues as needed to advocate and secure support for OPD programs.
  • Personnel Evaluation and Training - Performs personnel duties such as an evaluation of employees, and coordinates trainings. Guides and supervises program and building maintenance personnel assigned to the center. Responsible for maintaining assigned buildings and grounds, and accounts for supplies.
  • Ability to push, pull, carry and lift up to 10 lbs.
  • Other duties as assigned.

 

Required Education, License/Certification and Experiences

  • Valid Driver’s License required and must be maintained throughout incumbency
  • Associate degree or higher required
  • Five (5) years or more of work experience in Rehab Counseling, Advocacy, Disability Rights or the Public Sector required
  • One (1) year or more of work experience in a Supervisory, Management or Director role required
  • ADA Coordinator Training Certification Program (ACTCP) certification required OR must be obtained within eighteen (18) months of hire
  • Intermediate knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required

 

Preferred Education, License/Certification and Experiences

  • Previous experience using Titan, Converge, Filemaker Pro and SciQuest (Marketplace Central) software programs preferred
